HIRA BRIEFING NOTE- August 19, 2021

This is a brief note to HIRA members and other residents of Howe Island about the Township of Frontenac Islands council meeting held on Monday August 9, 2021. In light of Covid-19 restrictions, the meeting was virtual. The public was provided with Zoom access to the meeting. A couple of our HIRA directors called into the meeting. Only matters of particular interest to Howe Island residents are highlighted here.


  • North Shore Road:  Stone application and grading is complete. Hard surface to be completed in spring 2022.
  • Baseline Road: Reconstruction and double surface treatment is complete.
  • Spithead Road: Double surface treatment is complete.
  • Howe Island Drive (@ Quinn Bay curve): Double surface treatment is complete.
  • Lower Sideroad: Unspecified maintenance for Lower Sideroad is to be done after Oak Point Road (?) project on Wolfe Island is complete.


  • Howe Island Administration Office & Library:

New windows installed. Painting and flooring is complete.

  • Howe Island Recreation Trail Maintenance:

The trail has been mowed. Grading of the trail is to be completed before end of August.

  • Upgrades to Patrick Norris Park:

Federal, provincial and municipal funding approval for upgrades to Patrick Norris Park are now in place and the project is expected to be completed during the current construction season.

Upgrades are expected to include

  1. Construction of accessible public washrooms
  2. Install multi-use tennis courts with capability to accommodate other sports e.g. pickleball etc
  3. Construction of shelter/pavilion to house picnic tables, host musical/cultural events
  4. Complete improvements to ball diamond
  5. Install safe base underneath children’s playground equipment

Township council has convened an ad hoc committee of interested residents to provide community input to a site plan and to assist staff to implement the plan. The committee (the Howe Island Recreation Committee) held an initial meeting on June 17, 2021. A project plan is being developed to guide completion of the upgrades.

The committee plans to provide updates to Howe Island residents via a communication sheet as the project progresses. Improvements to the parking lot are expected to be completed in the fall of this year. Cutting and clearing of brush is ongoing.


  • 2021-2022 waste bag tags are now available to all Howe Island residents . Each residence is to receive 104 tags at no charge.
  • Tags may be picked up at the Howe Island township administration office. Residents will be required to provide proof of residence to township staff to receive their tags.

Proposed Development Charges By-Law:

HIRA has presented Council with a request that annual ferry costs be included in the calculation of costs associated with the township road network.  Road network costs are a component of the cost base used to calculate development charges levied on builders/developers. Although the provincial Act does not make specific references to costs associated with the operation of a ferry system, HIRA takes the position that the ferry system is an integral part of our municipal transportation network and should, therefore, be included in any development charge cost base.

Support for this position was not unanimous at the council level but our submission has been sent to staff for further consideration. Stay tuned.

  • 2021 Howe Island Terry Fox Run:

The 16th annual Howe Island Terry Fox Run will take place on Sunday, September 19, 2021. All funds raised are directed to cancer research. This event depends heavily on volunteer assistance. If you are interested in volunteering your services please contact Allison Hinton @ (613) 561-5851 or email

  • County Ferry to close overnight August 30:

The County ferry will be out-of-service from 8:00 p.m. on Monday, August 30 until 6:00 a.m. on Tuesday, August 31. The closure is necessary to allow maintenance staff to replace hydraulic lines.

The township ferry will be operating throughout this period.

The public was provided with a Zoom call-in number. A number of our HIRA directors called into the meeting. Only matters of particular reference to Howe Island are highlighted here.

BY-LAW NO.   2020 – 29

By-law to Regulate and Govern the Use of the Lands known as the Howe Island Trail. The by-law was passed to prohibit motorized vehicles on the trail. Staff was asked to come back to council with a plan on how to control access. Mobility scooters will be allowed.

Draft By-law

The Council of the Corporation of the Township of Frontenac Islands receive for later consideration the draft By-law to Prescribe Standards for the Placement of Shipping Containers.

Agreement with Central, North and South Frontenac

Township entered into joint agreement with Central, North and South Frontenac to use the South Frontenac as Building Code administrator as an enforcement agent for building code for sewage systems 

Report to Council from Fire Chief Mike Quinn and Fire Chief Tim Hawkins: 

Vital communication equipment has been upgraded and installed at the Howe Island Station to serve both Howe Island and Wolfe Island Fire & Rescue Services. The Howe Island site was chosen as the site can be accessed 24 hrs per day should there be technical issues.  This equipment is the primary method to notify firefighters of emergencies across Frontenac Islands.

Authorized funds for Fire Department to install Stationary Generator $23,766 plus HST for if there was a power outage it would ensure communication lines would still be open and heat and lights for building would stay on.

Bonus was passed for Full time $100 and part time $50 employees as well as closure of admin offices over Christmas Dec 24,25,28,31, and Jan 1st 2021

Funding was passed for Howe Island Garden Buds in the amount of $1,000 for 2021 and a Thank you for their support

Howe Island Ratepayers Association (HIRA)

 Annual General Meeting (AGM) Minutes

St. Philomena’s Church Hall

 September 12, 2019

Following a presentation by Dr. Kieran Moore on Lyme Disease, Bill Robertson, President, opened the AGM at 9:00 pm. There were approximately 70 people present. 

Bill Robertson welcomed those present to participate and emphasized that HIRA was a community-oriented organization. HIRA would continue to sponsor speaker topics. Members were also encouraged to participate in the Terry Fox Run taking place on Howe Island during the upcoming weekend. Members were encouraged to register or renew their HIRA membership. The membership year is from January 1 to December 31.

Minutes AGM October 11, 2018: Accepted –  moved by Peter Tucker, seconded by Jim Mills.

Treasurer’s Report – Treasurer, Peter Tucker, provided an update: revenues of $1410. expenses of $1023.37. The expenses were mainly for management of the Website, hall rentals and printing of brochures.

HIRA ended the year with a bank balance of $5,329.51 June 30 2019.  This consists of an Operating Fund balance of $3,899.56 and a Pancake Breakfast Fund balance of $1,429.95. The Pancake Breakfast Fund balance will be used for recreation projects on Howe Island.

Membership – Membership Coordinator, Andy Hathaway, indicated that there are 111 paid members and 224 e-mail addresses on the distribution  list for correspondence such as the HIRA News Brief.

Executive Nominations – Bill Robertson, President, introduced the current Board Executive Members who would stand to be re-elected: 

Andy Hathaway, Jim Mills, Peter Tucker, Brian Humphrys, Bill Worona & Bill Robertson.

There were two new HIRA board nominees: Jennifer Medves & Sue Byrne.

As there were no nominations from the floor, the vote was unanimous and a new slate of eight HIRA Executives were appointed for 2020.

Past Year Accomplishments – Bill Robertson reported that HIRA’s efforts this past year were primarily focused on the effect of the record high water on island transportation and road maintenance.

HIRA Initiatives included: Municipal All Candidates Meeting, Pitch-in Campaign, HIRA Blast Briefing Notes, Pancake Breakfast, 2019 AGM presentation on Lyme Disease, Representation at Township Council Meetings on Howe Island & Wolfe Island.  Monitoring Township Council Meetings, Appearance before County Council on the limitations posed by the current MTO Ferry system & to advocate for a new & substantially improved means of transportation for Howe Islanders.
