This is a brief note to HIRA members and other residents of Howe Island about the Township of Frontenac Islands regular council meeting held on Monday March 11, 2024.

Only matters of particular interest to Howe Island residents are highlighted here.
The following by-laws were passed at the meeting:
By-law #008-2024 to appoint a municipal treasurer:
The by-law was enacted to appoint Jesse Collins, CPA as Treasurer for the Township. Mr. Collins has a wealth of experience in municipal finance and treasury functions.
By-law #009-2024 to change the start time for regular meetings of Council: The by-law was enacted to change the start time for future regular council meetings from 4:00 p.m. to 10:00 a.m.
Reason given for the change in start time for meetings was to cut down on overtime costs arising from evening work required by Township staff with the current schedule.
By-Law #010-2024 to set a tariff of fees payable with applications made in respect of Planning matters:
The by-law prescribes fees payable to the Township in respect of each type of application made in respect of Planning matters.
The tariff of fees can be found in Schedule A – Planning Fees and Charges found on pages 212-213 of the meeting agenda.

By-Law #011-2024 to appoint a Building Inspector / Provincial Offences Officer:
The by-law was enacted to appoint Kenneth Berrington as Building Inspector / Provincial Offences Officer for the township.
We understand Mr. Berrington has been appointed to act as support for the Chief Building Inspector, Marcel Lavigne.
By-Law #012-2024 to establish a tariff of fees for Sewage System Permit Application:
The by-law was enacted to establish fees payable with sewage system permit applications.
The new fee schedule is set out in Schedule A to the by-law and can be found at page 220 of the agenda for the March 11,

Staff Report:
Public Works Report No PW-CEMC-001-24, Subject: Howe Island – April 8, 2024 Total Solar Eclipse
Submitted by Mike Quinn, Howe Island Fire Chief, the report deals with the total solar eclipse that is expected to occur at or around 3:20 p.m. on Monday April 8. The report details various public safety considerations and risks arising from the event. The report can be viewed on pages 38-40 of the agenda for the March 11, 2024 regular council meeting. As noted above the agenda can be accessed using the following link:

2024 Township Budget:
Council has yet to finalize the budget for the township. We understand they are very close to completing the process and expect to finalize the 2024 budget at the next council meeting scheduled for Monday April 8, 2024.
