HIRA Briefing Note-Oct 14, 2020

This is a brief note to HIRA members and others on the Township of Frontenac Islands meeting held on Tuesday, October 13, 2020 at the Howe Island Township Hall. The public was provided with a Zoom call-in number to provide an opportunity to listen to the meeting. One of our HIRA directors called into the meeting. Only matters of particular reference to Howe Island are highlighted here.

Roads tour held at 2:30 Oct 13, 2020

Howe Island Drive – Quinn’s bay culvert replacement and new elevation to prevent flooding now completed. The elevation of the road was brought up about 12 inches and widened.

Howe Island Trail – ATVs (4 Wheelers) have been going around the trail barriers on private property to access the trail.  Damage has been done to the trail and trail signs.  Trail needs to be regraded. Council is drafting a bylaw on use of motorized vehicles on the trail.

Howe Island Drive – Township Marine Terminal dock and Shoreline protection project – the plan is to remove the Highway Barriers protecting the point and replace them with armor stone. The stone will be about 18 inches higher to provide wave protection. The shoreline will also be protected with geotextile behind the stone. It will be extended beyond where it is today. Awaiting the engineering study so that permits can be applied for.   All work must be completed this year.  The plan is to operate the ferry during construction with minimal impact to traffic.

North Shore Road – Proposed construction for 2020 on section from Lower Side road to Howe Island Drive. Council has approved negotiation with a landowner for a watercourse to the river to alleviate drainage issues some landowners are experiencing. The plan is to do some ditching this year. No surface treatment will take place on North Shore Road or Spithead road until next year.

Two way trip for single vehicle with trailer in tow …………………………………….$17.00

Trailer pass (Island resident who has purchased a vehicle pass)………………$275.00

Mayor Doyle wanted to recognize and thank Bill Robertson, Peter Tucker and Terry Botten for their dedication to Howe Island as they have all moved off island.  Jim Mills is the new chairperson for HIRA.

For those of you that called in on the Zoom call one issue was the microphones in the room picking up all the paper shuffling making it difficult to hear some speakers. Zoom worked very well otherwise. Perhaps microphones in the room should be on mute unless the person is speaking.
