This is a briefing note to members of HIRA and others regarding the Township of Howe Island Council Meeting which was held on Howe Island on Monday, August 10, 2020.The public was provided with a call-in number for listening to the proceedings. The Township’s providing a call-in number was initiated because of the COVID-19. It is hoped the call-in number will continue to be provided so that constituents from both Islands wishing to listen to the proceedings can do so without travelling to the Island where the meeting is being held. Only matters of particular reference to Howe Island are highlighted here.
Roads—–At the June, 2020 Council meeting the Public Works Manager (PWM) was authorized to proceed to tender the resurfacing (called Double Surface Treat) of the North Shore Road from 125 North Shore Road (NSR) to the Nokomis entrance (approx 4.6 kms) at a cost of $249,000.Council also approved the Double Surface Treat for Spithead Road Circle at a cost of $60,000. Total cost for these two projects is $328,312.50 with taxes. At the July 13th Council meeting, Council and staff looked at alternatives for the NSR construction and road issues. The PWM has met with Miller Paving and has been informed that NSR needs to be pulverized and have a minimum of 4 inches of stone placed on the surface before Surface Treat. Miller Paving also said that their schedule would not allow for them to fit the Township in to their schedule until 2021. (Editor’s Note: Is Miller Paving the only company available to do this work?) This is very disappointing news for frequent users of the NSR who have been living with the disrepair of NSR for far too long. Council said that hand patching of the NSR would continue until the spring of 2021.
The Quinn Bay and Spithead culverts work is still awaiting permits. The Spithead resurfacing will be delayed until 2021 due to Miller Paving being too busy for Howe Island!
Small Ferry Docks—–Dock work at the small ferry is awaiting completion of design work which is expected in two weeks. This work is required to be completed in the Fall of 2020.
Township Office—–The roof repairs and the expansion of the boardroom has been completed and the Township Office is now open Tuesdays and Thursdays.
Howe Island Trail—–HIRA recently notified Council about the unsafe portions of the surface of the Trail. Councilor Higgs raised the issue at the meeting and proposed some remedial work be done. Thank you Bruce. The PWM undertook to look at the issue and report back to Council.
Mainland Camera—–HIRA has had inquiries about the operation of the mainland ferry camera not being a live feed. Our information is that the camera shows a new picture about every 4-5 seconds which gives users fairly accurate information on the state of the line-up.
Kayak Launch—–For the information of Kayakers, the Kayak launch at the small ferry end of the Island is open for your use.
Garbage Collection—–Bag tags are now required when putting your garbage out for roadside collection. If you haven’t got your tags, they are available at the Township Office.
