Purpose of Meeting: Howe Island Ferry Restrictions to Farm Vehicles

1. Call to Order
2. Move into Closed Session, as authorized under Section 239 of the Municipal Act, to consider advice that is subject to solicitor-client privilege, including communications necessary for that purpose – as it relates to the restriction of farm vehicles using the Frontenac Howe Islander Ferry during particular time intervals.
3. Move out of Closed Session.
4. Adoption of the agenda.
5. Disclosure of Pecuniary Interest
6. Report the outcome of discussions relating to the communication received from the Municipal Solicitor concerning the restriction of farm vehicles on the Howe Island (County) Ferry.
7. Public Questions and Comments relating to the Agenda Topic.
8. Motion to Adjourn

THAT the Council of the Corporation of the Township of Frontenac Islands enter into Closed Session to consider advice that is subject to solicitor-client privilege, including communications necessary for that purpose – as it relates to the restriction of farm vehicles using the Howe Islander Ferry during particular time intervals.
3. THAT the Council of the Corporation of the Township of Frontenac Islands resume open session.
4. THAT the Agenda for the Special Meeting of Council on November 21st, 2016 be approved.
5. Disclosure of Interest…..

Howe Island Ferry Information

Effective immediately, current weight related restrictions on vehicles supporting agricultural business on Howe Island will be lifted. These vehicles will be permitted to be ferried to and from Howe Island, on a first come, first cross basis, regardless of the time of the day.

Restrictions on heavy vehicles, not operating as support to the agricultural business, will remain in place. During peak periods (between 6:30 a.m. – 8:30 a.m. travelling off the Island, and 4:00 p.m.- 6:00 p.m. travelling onto the Island) only one “heavy truck” will be allowed as defined below:

* One “heavy truck” (defined with a weight/length combination not to exceed 21 tonnes and 8.5 metres/28 feet), may be loaded during peak periods so long as, in the opinion of on-duty staff, the “heavy truck” can be loaded efficiently and safely onto the ferry with, 14 other vehicles or a combination.

Ferry Rush Hour Restrictions – Possible Lifting

This notice is to inform Howe Island residents about possible lifting of rush hour restrictions on the County Ferry . We encourage you to visit the Township web site under News and Notices for details about upcoming council meetings.

HIRA, in monitoring Council, is aware of two requests being advanced at council regarding the lifting of rush hour restriction on the County ferry. One request is to lift the restrictions on farm and heavy trucks and is scheduled to go before Twp Council at their Dec 7 meeting to be held on Howe Island. The other is to lift the restrictions respecting farm equipment only . This request is to be reviewed by County council (as they are the operators of the County ferry). The actual timing of when this request will be heard by the County or Twp councils is unclear at this time. According to correspondence we have received from the Mayor County council will potentially be reviewing it “in camera” at their Nov 18 with the County solicitor.
