Welcome to Howe Island Ratepayers Association Community Site
The Howe Island Ratepayers Association (HIRA) is an incorporated, non-profit organization that endeavors to represent the concerns of the islanders. Howe Island is located in the world renowned 1000 Islands in the St Lawrence River.
The express and only purpose of HIRA is the "PRESERVATION AND IMPROVEMENT OF HOWE ISLAND, OUR QUALITY OF LIFE, AND OUR PUBLIC SERVICES".
You are not alone...as a member of HIRA, you become part of a community voice on important issues that impact Howe Islanders. HIRA supports the orderly development of Howe Island in such a manner as to preserve and enhance the value of the residential, rural and agricultural properties and aspects of the island. However, should issues arise that could negatively impact islanders, through HIRA, elected officials will be aware of your opinion(s) in a timely and businesslike manner.

TOWNSHIP COUNCIL MINUTES OF JANUARY 11 AND HIRA COMMENTS

In future, we will post the minutes from the monthly Township meetings and add comments if applicable. If you have any comments, please contact terrybotten@hotmail.com. Please note Resolution #13 on the attached. Not included but raised by Matt was the clean up of the 'Howe Island Used Car Lot and Trailer Park'. You might have noticed three cars and a trailer in the Township parking lot at the County ferry dock that have been there for some time and with one/all vehicles for sale. Carol, Matt and Pat didn't know who owned the vehicles but will seek the owners and have them removed. There have been complaints that it is unsightly with these vehicles there particularly since the intended use is for temporary, short-term parking only.

HIRA LAUNCHES A NEW AND IMPROVED WEB SITE

To: All Members From: Terry Botten RE: HIRA'S NEW AND IMPROVED WEB SITE Many of our members have mentioned that our web site was confusing to navigate to get information. As well, many of you said you wanted to be alerted as to when items were posted as you don't visit the site on a regular basis (while we had a programme to advise members of a posting, it was hit and miss and we were having problems to correct it).
The Board agreed to look for a new web management provider and under the direction of one of our members, Robert Hall, a new provider has been found. We're delighted to introduce The Cyberhood to everyone, a provider that works with nonprofit organizations. Over the past couple of weeks, The Cyberhood (Rich and Elliot), Robert and I have been moving, changing, editing, eliminating...stuff. Rich and Elliot have been very responsive to our needs. The site isn't finished yet and it will take a few more weeks to restore, update and improve the functionality of the website.
At this time, we're asking you to register. If you recall, our membership form had a box that asked if you would like to receive notification of new content being posted to our site automatically...your permission is required. It now can be done online by logging on to www.howeisland.org and follow the prompts. Certainly, if you don't want to receive these notifications, you can simply log on whenever you want and as in the past, anyone can log on to our site. However, there could be applications that we would want our members to know exclusively and by registering, you will have access to such items.
In closing, a big thank you to Robert Hall as Robert will financially support the site management over the next two years.

TOWNSHIP COUNCIL'S DECEMBER AGENDA AND HIRA COMMENTS

Item 5. Presentation of Senior of the Year Award: Our very own Rozanne Mosier was honoured by the Township for her 'dogged' interaction with Council over the years. The Mayor recognized Rozanne's contribution by saying that Rozanne always had Howe Island's interest at heart and that he missed Rozanne's 'finger-pointing' at him. Rozanne graciously accepted the award, left the meeting only to return with home-made Christmas cake for all. Congratulations Rozanne and thank you for the many contributions you've made for the betterment of all on Howe Island. Item 7. County Council Composition: Council voted in favour of the increase from 4 to 8; however, Council moved and agreed that the second County representative would come from the island not having the Mayor. Currently, the term of the Deputy Mayor is 2 years (Pat served first and now Matt) but should this by-law pass, the term for Deputy Mayor would increase to 4 years. HIRA'S concerns have been posted with the increase to 8..yet with this arrangement, Howe would have representation at the County level and therefore, a direct advocate in reviewing County ferry issues. Increase costs are an issue particularly the amount Township has to pay into Fairmount Home in Glenburnie...in 2008, 13.03% of the County's budget was allocated to Fairmount and in 2009, 25%. Mayor Vanden Hoek is on record(see December 3 article in Frontenac News) as wanting cuts to Fairmount's budget. In comparision with like facilities, Fairmount is running at 14% more than Lanark and 10% more than John Parrot. Item 14. Communications: the Algonquin Lakeshore School Board, owner of the school at 364 North Shore Road, has written to the Township asking that the Township advise their interests by May 31, 2010. To date, a small group of Howe Islanders has been looking into saving the school. There is support from both Matt and Pat to determine whether it can be saved from a structural point of view, whether it can be moved to Township Property near the municipal buildings or kept where it is. Discussions to date have been preliminary and it is now time to determine next steps. Stay tuned or if you have any comments, please contact terrybotten@hotmail.com. Item 14. Communications: Skootamatta District Ratepayers Association re: septic system inspections: SDRA had been advised that KFL&A would stop their Septic System Inspection Programme. In a determined and businesslike manner, SDRA, wrote to KFL&A with their concerns and copied Townships and other interested parties, HIRA included. At the meeting the Mayor felt this initiative was unfair to the municipalities within KFL&A's jurisdiction, particularly ours as we are in a most sensitive area. Council moved and agreed to send a letter to KFL&A and copy all Townships within their jurisdiction stating that the Township of Frontenac Islands Opposes this initiative and asks that the decision be postponed until a review on the implications to the various municipalities is conducted.
